Dear Trench,

Thank you for your letter enclosing the draft of your reply to the Chinese refugee Professors now in Hong Kong. We have no objection to the draft, but I would invite your attention to paragraph 12(b) of Chapter XXVI of Foreign Service Instructions.

We have received somewhat similar letters and propose to send copies to the Governor, asking him to inform the writers that their letters have been received and to draw their attention to the correct channel of communication in these matters. If you agree a copy of the letter to the

Foreign Secretary could be forwarded at the same time?
